As NATO's strategic environment evolved, so too did the need to transform Intelligence, Surveillance, and Reconnaissance (ISR) training from static, doctrine-heavy instruction into dynamic, problem-centric learning. NATO AIRCOM required a training partner capable of delivering operationally relevant ISR education, aligned with both NATO doctrine and the emerging threat landscape.
Our Approach
360iSR was selected to design and deliver a series of bespoke ISR courses that met NATO’s operational and strategic ISR training requirements. Working closely with AIRCOM and SHAPE, we developed and executed over 20 instructor-led courses tailored to both the Joint ISR and Air ISR communities. Our training was NATO-compliant, operationally grounded, and forward-looking — continuously evolving to address the Alliance’s shifting focus areas and adversarial problem sets.

As global conflict and technology evolved, the RNLAF recognised the need to reimagine its Intelligence, Surveillance, and Reconnaissance (ISR) function. Transitioning from legacy ISR models to a decision-driven ISR and targeting enterprise required not just training, but structural change, doctrinal innovation, and long-term partnership.
Our Approach
Over the past seven years, 360iSR has been a trusted partner to the RNLAF, providing end-to-end support to build ISR capability from the ground up. We helped design and stand up a dedicated ISR Division, trained its personnel, and implemented a through-life training programme that placed ISR at the heart of operations. Our team supported the RNLAF’s journey from traditional ISR to integrated, decision-centric ISR & Targeting, fusing C2, intelligence, and effects into one coherent ecosystem.
Key activities included:
Delivering 30+ ISR and Targeting training courses to over 700 RNLAF and joint personnel.
Supporting the design and restructure of internal ISR organisations.
Drafting CONOPs, TTPs, and role definitions aligned with NATO doctrine and future operational realities.
Assisting in the transition to a decision-driven model, enabling understanding at the speed of relevance.

Rwanda – Building UAS Capability Through Full-Spectrum Training

With growing regional security responsibilities and increased reliance on unmanned technology, the Rwandan Defence Forces required more than just pilots — they needed a full-spectrum UAS employment capability. The challenge was to design and deliver training that developed technical proficiency, operational integration, and mission command acumen — all within the context of Rwanda’s real-world operational demands.
Our Approach
Working on behalf of a globally recognised UAS manufacturer, 360iSR was tasked with delivering a comprehensive training programme for the Rwandan Defence Forces. Our approach went beyond technical flying skills to focus on the effective integration of UAS into joint air-land operations.
We designed and delivered a modular programme covering:

Basic Pilot Training
Sensor Operator Training
ISR and Targeting Fundamentals
Air–Land Integration
Mission Commander Training
Each phase was adapted to Rwanda’s force structure, terrain, and operational priorities — ensuring relevance, utility, and sustainability.

Graduated multiple cohorts of fully qualified UAS operators, mission commanders, and ISR specialists.
Integrated UAS operations into air–land task force mission profiles, improving situational awareness and precision support.
Enabled Rwandan forces to conduct focused, intelligence-driven operations using organic drone capability.
Catalysed the client’s vision to establish a Regional UAS Centre of Excellence, with 360iSR now leading on its design, management, and regional training delivery.
